Man asked for a different person I've never heard of and then I Couldn't understand their accent and the man said "do you understand English or are you dumb?" Not sure what he wanted though

Came through as suspected spam. No one on the other end. Did a search and it showed this

Loft insulation grant call. They claim everyone qualifies which makes no sense. Scam.
