Scammer claiming to be 3g mobile. Why are these ppl not arrested. Scum bags

Someone called Lena claiming to be from Vodafone telling me they were sending me a new SIM card as they were switching off the phone mast near me - not sure what type of scam this ends up being as I simply said I’m not at home to receive a new SIM so please leave my phone as it is and I will contact Vodafone myself. They said ok and claimed they’d call me back. Perhaps if I had said yes great send new SIM they may have then asked for my address and more personal information or are they sending out new SIMS that they then control? Either way - all sounded dodgey to me!

Female said she was calling from Sky. Once I started recording the call she told me to F off and hung up LOL :)
